When copying an image to use at a different location on the canvas is there not the ability to do so without first pasting the image directly over the old one requiring me to then manually relocate it to the new location?

The copied element will always be placed directly over the top of the original on the canvas. In the timeline the pasted element will appear directly after the currently selected element. You can use the arrow keys to move the selected copied element.
